A few years ago, people scoffed at the possibility of finding oil in landlocked Uganda. And the prospect of spending billions of dollars in development money off the coast of Ghana would have sent bankers into an early pre-credit crunch panic.But Ghana’s giant Jubilee field, discovered in June 2007, shows that anything is possible in the oil business. Just three years after discovery, the deepwater field is gearing up for first production during the final quarter of 2010.

It is the same story in Uganda, thought to be another barren oil land until recent years and the prolific run of success with the drill bit by local explorers.But how do you tell if an area holds real potential or is genuinely a lame duck?
